In Washington, President Bush and German Chancellor Angela Merkel urged U.N. intervention. The world needs to “send a common message to Iran that their behavior ... is unacceptable,” Bush said.

Given concerns by Russia and China about referring Iran to the Security Council for possible sanctions, Merkel said the Europeans and Americans would take a common position and “try to persuade as many other countries as possible to join themselves to us.”

“And we will certainly not be intimidated by a country such as Iran,” she said.
