Joe Klein: Here's the cool thing about Social Security. Yesterday, before the speech, the White House explains it the "torters," the private investment accounts, and here's the way it works: You put your money in your own private investment account. And then, when it's time for you to retire, you give a whole lot of it back to the government so that they can dribble out little benefits to you that are the equivalent of Social Security as it now stands.Watch it [mov] or listen to it [mp3] thanks to Lisa Rein.

Joe Klein: If you make more than a designated amount, you might get a little bit extra. Yes.

Bush spending plan hits social programs

WASHINGTON -- President Bush yesterday laid out a $2.6 trillion federal budget that would boost national defense while making the deepest cuts in social programs since the Reagan administration.
The White House said the plan would help protect the country from terrorism while chipping away at the record federal budget deficit by eliminating or shrinking 150 domestic programs.
''It is a budget that sets priorities," Bush said before a Cabinet meeting. ''Our priorities are winning the war on terror, protecting our homeland, growing our economy. It's a budget that focuses on results. Taxpayers in America don't want us spending their money on something that's not achieving results."

Critics deemed the budget blueprint an assault on the nation's neediest, saying Bush planned to pay for making his $1.6 trillion in tax cuts permanent by robbing funds for education, food stamps, and healthcare for the poor.
''There's a direct trade-off -- help the rich and hurt seniors and children," said Ron Pollack, executive director of Families USA, which advocates more generous social spending.
